Are we already working to have a blockchain decentralized smartphone service?

Could someone please connect me with a group actively working on completely decentralizing communication? Example: crowdfunded satellites that provide essential communication services (text messaging) on crowdfunded smart devices which do not run on a carrier network with a monthly billing cycle but instead run on messaging software. With this system, the decentralized communication network is paid/sustained through monthly crypto payments which continue to help fund the system. This seems essential for true independence and freedom from tyranny.
